  6. ABOUT THE REBATE PROGRAM 

    The purpose of the Conversion program is to help our single-family residential customers reduce their landscape water use by half or more by replacing their water-thirsty lawns with a low water use landscape. When you remove established grass and replace it with a water-thrifty landscape, you will receive a $1 per square foot rebate from the City of Brighton. 

     REQUIREMENTS AND ELIGIBILITY TO QUALIFY 

    Read these guidelines prior to filling out your application. 

    1. The applicant must be the current owner of a single-family home and a City of Brighton water customer. 
    2. Contact us before you start! The rebate is not retroactive prior to the approval date, and is not applicable to conversion projects that take place without the approval of the City of Brighton. 
    3. Grass must be relatively healthy. Under this program ‘healthy’ shall be defined as routinely irrigated and manicured with an average coverage of 70 percent. 
    4. The converted area must be replaced with low-water using landscape that, when fully mature, will cover the area.
    5. Spray irrigation and non-pervious materials such as black plastic sheeting are not permitted in the rebated area. A concrete surface cannot take up more than 25 percent of the rebated area. 
    6. The new landscape must be covered with a minimum of a 2” deep layer of organic or inorganic mulch (such as granite or rock). Other materials may qualify. 
    7. The grass removal or installation of the Xeriscape must not conflict with other City of Brighton landscaping requirements as prescribed by existing policies, procedures, or ordinances. 
    8. Homeowners who are members of a Homeowner’s Association (HOA) must ensure that the new landscape complies with HOA Covenants, Codes & Restrictions (CC&Rs). 
    9. Only one rebate is allowed per property.

    11. The following would not be eligible: a. New residential homes built within the past year of the application date. b. Any grass areas that are watered by non-potable water. (Not drinking water)

    INSPECTIONS AND DEADLINES FOR APPLICANTS 

    The property will be inspected and a photograph taken before the conversion/installation takes place. The applicant then has a six month period to complete the conversion. Upon completion, the property will be re-inspected to ensure compliance with the Conversion requirements. Customers will be required to provide the City with a W9 form for tax purposes. This form requires submitting your social security number of tax identification number. If the conversion fails inspection, the applicant will be allowed 60 days or the remaining six-month period, whichever is greater, to fully comply with the program requirements. The Conversion rebate program will be processed on a first-come, first-served basis. Continuation of the program is subject to the availability of funds. Program requirements are subject to change. 

     Affidavit  

    I, the undersigned, have read and understand the conditions of eligibility for this rebate. This rebate is conditioned upon my compliance with its terms and with the terms required by the City of Brighton. I understand an inspection may be scheduled with a City inspector to verify installation of the water-wise landscape. I also understand that the City of Brighton makes no representations or warranties regarding any product or material, including any warranties of merchantability or fitness for a particular purpose or water efficiency. The City of Brighton is not liable or responsible for any act or omission of any contractor whatsoever, nor is the City of Brighton responsible for the condition of the plumbing and electrical wiring on the homeowner’s side of the meter now or in the future. This rebate is subject to availability of funds and may be changed or discontinued without notice. I also understand that I am responsible for the installation of the new landscape and proper disposal of any project materials.

    I understand that this sworn statement is required by law because I have applied for a public benefit. I understand that state law requires me to provide proof that I am lawfully present in the United States prior to receipt of this public benefit. I further acknowledge that making a false, fictitious, or fraudulent statement or representation in this sworn affidavit is punishable under the criminal laws of Colorado as perjury in the second degree under Colorado Revised Statute 18-8- 503 and it shall constitute a separate criminal offense each time a public benefit is fraudulently received.
