Affordable Housing
In general terms, housing that is affordable means that rent or mortgage payments and other housing expenses total no more than 30% of the household’s gross income. As an assisted housing program, “affordable housing” are homes whose rental rates or sales prices are limited to households with certain income levels. The City of Brighton uses CHFA’s Adams County Income Limit Table to establish area median income limits.
The table can be viewed here: 2025 Rent and Income Limits
Fees for affordable housing projects can be calculated by following this link: Affordable Housing Building Permit Fee Calculator. The City of Brighton makes impact fee reductions available to affordable housing projects. More information can be found in the Brighton Municipal Code Section Article 3-5 and in this table: Affordable Housing Fee and Dedication Reduction Table
Application for impact fee reductions can be made through the GeoCivix community development application portal: https://brightonco.geocivix.com/secure/
The Brighton Housing Authority owns and operates many affordable units in the city. For more information, visit their website at https://www.brightonhousingauthority.org/. The City of Brighton has assigned its right of first refusal and right of first offer to the Brighton Housing Authority. Please direct questions and all notifications required under Colorado House Bill 24-1175 to the Brighton Housing Authority.
The City of Brighton has implemented an affordable housing expedited review process to promote affordable housing development and to remain eligible for future Proposition 123 funding. Please direct inquiries about utilizing the process to the planner in charge of your project. Information regarding the process can be found here: Affordable Housing Expedited Review Policy.
