City of Brighton Comprehensive Plan

The City of Brighton is in the process of creating a new Comprehensive Plan, a long-range roadmap that will guide how our community grows, prospers, and maintains its quality of life over the next 10 to 20 years. Brighton’s last major plan was adopted in 2016, and the community has experienced significant growth and change since then.

This survey is part of the Scenario Planning process, which explores different ways Brighton could grow and change in the future. Your feedback will help the City understand community priorities related to housing, jobs, transportation, community spaces, and growth patterns.

The 2016 Be Brighton Plan’s Future Land Use Map guided growth over the past decade. As Brighton continues to evolve, updating this map will help ensure the new comprehensive plan reflects today’s realities and tomorrow’s opportunities.

    • Community engagement windows:
      • Window 1, Community Vision: The process begins by establishing a shared foundation and understanding of existing conditions, values, and aspirations. Engagement Window 1 emphasizes listening, through focus groups, a statistically valid survey, and the first community workshop, to shape a collective vision for the future. 
      • Window 2, Growth Scenarios: Building on the Engagement Window 1: Community Vision, Engagement Window 2 explores where and how growth should occur. Residents and stakeholders engage in interactive design charrettes, scenario workshops, and questionnaires to test different land use and development patterns. Feedback will help shape the Future Land Use Map and identify preferred directions for growth.
      • Window 3, Community Choices and Priorities: With potential futures defined, the focus shifts to weighing trade-offs and setting clear priorities. Through a third workshop, surveys, and meetings with boards and advisory groups, participants review draft goals and strategies to confirm alignment with community values. Input during this phase solidifies the vision, values, and goals that guide plan development.
      • Window 4, Plan Sharing: With Comprehensive Plan nearly complete, Engagement Window 4 will center on refining and confirming the community’s shared vision before adoption. Residents are invited to review the full plan through an accessible online presentation and questionnaire designed to capture final feedback.
